Frank, Which Court do you reside? This is a Fountains blog page. And I don’t think you meant to say “gazebo.” Likely you want to add a screened enclosure on your patio. You need to ask your Board Member who handles Architectural Control. You will be asked to fill out and submit an application to the Architectural Review Committee. You will attach, the name of the company you hire to do the enclosure, a detailed description of the proposed change, property survey, etc. The company will file for Permits.

Many of you may have been wondering why the huge number of crows have elected to “Roost” in the Fountains this year?

Here is the answer in a nutshell
.
The large group of over a hundred crows roosting near your home in Green Acres is a classic example of
communal winter roosting. While some crows are migratory, many, especially in Florida, remain in the same area year-round or travel only short distances to form massive, permanent winter roosts.

They have not migrated or moved because this specific location likely provides the ideal combination of safety, warmth, and easy access to food.
Here are the primary reasons for this behavior:
• Safety in Numbers: Large groups provide protection from predators like owls and hawks. They gather at dusk to sleep in trees, on power lines, or on buildings, which offers a secure vantage point.
• A “Comfortable” Location: In winter, crows seek areas that are warmer than rural spots, and they often choose suburban or urban locations that offer shelter.
• Abundant Food Resources: Crows are intelligent and opportunistic feeders. Your neighborhood, green belts, or nearby commercial areas (trash, pet food, feeders) likely provide consistent food sources, allowing them to remain in the area.
• Traditional Roosting Habits: Crows are creatures of habit and often return to the same, or nearby, roosting sites for years—sometimes for over a century.

This behavior typically persists from late fall through early spring, after which the large group will disperse for the breeding season.

How to Discourage Them
If you wish to encourage them to move to another spot, consider making your property less attractive by:
• Reducing outdoor lighting: Crows often prefer lighted urban areas.
• Securing food sources: Ensure garbage cans are covered and bird feeders are clean.
• Using deterrents: Hang shiny, moving objects (like CDs or specialized bird tape) in trees.
• Visuals: Use decoys, such as a fake owl or, more effective for crows, a fake “dead” crow hanging upside down.
Note that these methods may need to be moved periodically, as crows are highly intelligent and will eventually learn that the deterrents are not real.

For a reason or reasons yet to be disclosed by the Florida Department of Transportation (FDOT), to the concerned residents of the Fountains of Palm Beach, the Left-hand turn Signals at the intersection of Fountains Drive, Lake Worth Road and Poinciana Drive (ID # 37050) have been changed to permissive left turns, i.e. Yellow Flashing Arrows contrary to recommendations by PBC Traffic Division.
Lake Worth Road is a State Road under the jurisdiction of the FDOT.
Since 2023 representatives of the Fountains have worked with the FDOT and PBC to improve vehicular traffic conditions in this intersection.
Most recently Fountains representatives have observed the signal change and the resulting deterioration of overall safety in the intersection.

I walk often on the Fountains roadways. There are small yellow arrows for walkers to follow, reason being you don’t walk with your back to oncoming traffic. I once had an incident where a car was headed toward me in the walk lane and I had enough time to jump aside and get out of the way. I would have been hit if my back was to the oncoming traffic. The large yellow arrows are for golf cart travel not walking. If you can read the speed limit signs and speed bump signs you’re on the wrong side of the road walking. Stay safe.

I am so pleased that you have responded to my request to have the FDOT revisit the unwarranted change to this particular signal.
“The left turn signal, into the Fountains, at the intersection Fountains Drive (ID #37050), heading West on Lake Worth Road, had been addressed with the lengthening of the left turn lane and increasing the amount of time allowed prior the light turning RED as prescribed by Palm Beach in keeping with PBC Traffic Division standards.
My e-mail to Nadir, knowing that this intersection falls under the joint jurisdiction of State & County, also stated “The intersection itself remains a challenge when exiting the Fountains and making a left hand turn heading WEST on Lake Worth Road.
When vehicles do not employ their right turn signal coming South on Poinciana Dr. to head West on Lake Worth Road, you have no idea if they are coming straight across the road to enter the Fountains. It is a nail biter for me, every time. Can you see if any improvement can be made?

Now that the respective agencies will be once again looking at the traffic patterns it is only logical they take the time t& effort to seek a solution to a life safety conditions.
Being a resident, I take extra precautions at this intersection unlike our visitors and outside the community members of the Fountains Country Club, who are unfamiliar with the traffic patterns.
I have copied all recipient’s, i.e. interested parties you have identified, to insure all are on the same page.
In addition, I have added PBC Commissioner Joel G. Flores, District 3 aa well as Patrick Rutter, Assistant County Administrator who has been of assistance to our Community in the past.

Similarly, I have been made aware that you are not the only individual that has issues with the security patrol vehicles placements and appearance.

A patrol car also sits at the entrance to Oakmont, facing north, occupying the Yellow Hash Marked area designated as a no parking location. Being located here it obstructs the vision of vehicles exiting Oakmont from East bound traffic on Fountains Circle heading to Jog Road or turning onto Fountains Drive South heading North or South into Oakmont.

This vehicle has been washed most recently, after weeks of being left filthy.
The Security Phone numbers on the black patrol car are undistinguishable.

The Rear bumper extends over the center island plantings and landscape irrigation system as an apparent warning to “no good nicks”, robbers or others, who have breached the physical security, wishing to disrupt the sanctity of the Community.

Dear RPL,
Many residents aren’t familiar with the FCO SECURITY RULES & REGULATIONS (updated June 2022). Every new homeowner is given a copy at time of purchase. It should be a homeowner’s responsibility to give a copy to their Renters. WALKERS YIELD TO THE GOLF CARTS. They are to move over when they see a golf cart approaching. GOLF CARTS YIELD TO CARS.

RULE #12: Golf carts should be driven in the same direction as the traffic and always within the golf cart lane. Cars have the right of
way. Golf carts must show light during hours of darkness. FCC golf carts are not allowed within the Courts.

RULE #26: Pedestrians are to walk in the golf cart path and not in the road. They are to use the walkway alongside the bridge by the L-14 canal (do not use the street bridges). Pedestrians should walk AGAINST the traffic. Walkers are to YIELD to the golf carts for safety reasons.

When entering the gate you must stop at the gatehouse in the guest lane and give your secret I.D. code or show proper I.D.
For your safety and protection, the FCO has reflective vests for sale at a nominal fee. Walking is not allowed on the golf course
from daylight to dusk.

It is material closed off you can not see in.

The Fountains Reporter is pleased to announce that the ECIS Unmanned Patrol car at the entrance to the Oakmont Community has been removed, following an e-mail request to the owner of the company by a concerned resident.

Excerpts from the e-mail that was provided to this reporter, are as follows:
“A security ECIS patrol car sits at the entrance to Oakmont, facing north, occupying the Yellow Hash Marked (“YHM”) Road Area. This being a “Universal” warning designation to vehicles of road Hazards, a parking/standing prohibited location, or other numerous traffic control purposes on Public or private roads.
Your company security patrol car being located in this “YHM” position directly conflicts with “YHM” universally recognized purpose.”

In addition to being a ticket-able non-moving traffic violation, it obstructs the vision of vehicles exiting Oakmont, from East bound traffic on Fountains Circle heading to Jog Road, or turning onto Fountains Drive South, heading North or heading South, into Oakmont.
The obstruction is further enhanced when two vehicles leaving Oakmont arrive at this stop location at the same time, as the vehicle closest to the parked patrol car moves forward to see approaching vehicles from the west, thus causing the vehicle to its right to move further north beyond the “WHITE Painted STOP” line for the driver to see clearly approaching vehicles.”

Having personal extensive experience with corporate risk and insurance management, should an accident occur in this location, I have no doubt that Oakmont, ECIS, FCO, and FSPOA would be named in a law suit as a result of this patrol vehicle location.

It is my understanding that ECIS provides patrol services to the FCC via the “good will” of the FCO Security contract.
This being said, an arrangement for parking the unmanned patrol car in the FCC Sports Complex parking lot, only hundreds of feet west, on a regular basis, seems very plausible.

Well, it appears Tivoli suddenly has a new President. Lowell is out, and Susan Diglio is in.

Perhaps Lowell can tell us what happened. From the look of things, he didn’t even wait for the next Board meeting before stepping down. That’s certainly unusual.

Naturally, residents are left wondering: What happened?
The Board indicated that it had no information to provide. So perhaps Lowell himself can shed some light on the matter. After all, he was elected on a promise to straighten out Tivoli’s finances. Then, without explanation, he appears to have walked away before the job was done.

And while we’re at it, Dennis was also absent. Has he resigned as well? If so, no announcement appears to have been made regarding that either.

It seems that when there are changes at the top, the membership ought to be informed. At the moment, all we have are questions and very few answers.
To the Residents of Tivoli Court who are asking why I resigned:
I am grateful to all the residents who believed in me and voted for me.

Regarding Tivoli’s finances:
Before I became President we had almost nothing in the reserves.
When I left, not only are our reserves and liquid assets in excellent shape, I also secured a line of credit at the bank for emergency use.

Unfortunately, the Board and I did not agree on critical issues and I was left no other choice but to resign.
I only wish that I could have done more.
As a resident,I will continue to monitor our financial statements and help residents and the Board whenever I can.
I wish the new Board all the best in the days ahead.

So far, the residential development of the Fountains golf courses has netted nothing for the community.
The Commercially Reasonableness of the Terms and Conditions as determined by Concert, of the FCO and Concerts Cooperative Agreement, upon the completion of the development, provide no guarantee of any financial benefits.
The Fountains Community itself needs to get concessions associated with remaining neutral during the multiple PBC public hearings, necessary for Concert to reap the financial benefits of obtaining 350 residential permits.

Palm Beach County can Condition approval of the permits, i.e. off -site improvements, compensation to adversely affected parties, etc.
.
Personal Letters to all Palm Beach Commissioners, not only our District 3 Commissioner Joel Flores, well represented Petitions, and most importantly attendance at public hearings to be just seen or voice your concerns.

Coalition 932 has the ability to Champion opposition to over development and can mobilize residents to cause conditions to be attached to permitting by Palm Beach County P&Z and Commission.

As a reminder, on 8/7/2025, the majority of the FCO Board of Directors voted to approve The Concert Agreement, even though the promised 11 exhibits were NOT attached or provided to the FCO Board prior to the FCO Board approving The Concert Agreement. By approving The Concert Agreement, this gave them the green light to build the 350 homes. Also, part of the Agreement is that CGP will dump the responsibility of the roads onto the Fountains North and the Fountains South residents. CGP will make an initial payment of $1mil to the FCO, and then pay $7,500 per home only AFTER the home is SOLD. Who will control these monies? The FCO Office? The FCO Board?

So yes, we will be responsible for the maintenance of the roads that are already in much need of repair. The County could very well come in and find that the roads cannot sustain another 700+ cars, and demand that we widen the roads.
.
3 Voted AGAINST were: Scott Harris (Versailles #08), Tom Saladino (The Townhouses #06), and Plaza Court (#09).

8 Voted in FAVOR were: Cathy Widdoes (Luxemburg #03), Bernie Ciancanelli (Oakmont), Roberta Monahan (San Marino), Ken Kures (Parisian), Ivan Menschel (Marseilles), and the Presidents from Valencia 3A, Valencia 3B, Valencia 3C.

The FCO Board did NOT allow the eight (8) GRS Courts to vote: Gefion #01, Trevi #02, Esedra #04, D’Este #05, Tivoli #07, Milan 1 #11, Milan 2 #12, and Atrium Homes #17. Nor was The Fountains at Lakeshore (Court #20) given a vote.

The “green Light” to build can be granted only by the county. The vote to approve the contract mandated that the FCO as an entity would not raise issues at the county level on the project. Versailles Court has retained the right to raise objections and intends to do so.
Further, any court not a signator on the contract may also raise objections. And, of course any resident of PBC can comment as well. Additionally, if FCC members have concerns about the “improvements” to be made to the club, now is the time to voice then

Please find attached the proposed PUD site plan for plat E from the developer.
They intend to file this latest version with the county but have given no time frame as to when that will happen.
Per previous discussions and negotiations, the attached cross sections show that they have been able to maintain
the requested 60-foot buffer from all existing homes and an even wider buffer in some cases.

The “revised site plan “of Parcel E, has undergone three more modifications since, April 2026.
Note: Document states that the Golf Course is abandoned.

This reporter interprets the modifications as a means for overcoming the objections from Versailles Court #8, who is reported to be prepared to legally challenge the Over Development and Buffers.
Apparently, buffers have been conceded by Concert.
.
However, what remains is over Development and a serious concern to the remainder of the Fountains Community which includes coalition 932 and Lake Shore.
.
Note: Concert is communicating with the “Contracted” FCO Executive Director, and not directly with the Board itself, which should be extremely troubling to everyone in the Fountains Community.

Give this some serious thought.

THE FOUNTAINS REPORTER
It is not true that each unit within Versailles was given a 60-foot buffer. The units at the butt end of the Court show only a 30-foot buffer.
BTW, Versailles has never agreed to a 60-foot buffer. We had asked for 75 feet, were shown a plan with a 50-foot buffer and were told that they could make some changes to provide 60 feet. Our response was show us that plan (which they never have done) and we will react.

The submission indicates that the golf course and clubhouse have been “vacant for some time now.” That, of course, is not true, but it does indicate that they expect a significant amount of time during the approval process when there will be no usable golf facilities in the north.

Several of the other courts would be directly affected by the proposal. For example, directly across from Gefion, in the area now occupied by the clubhouse, 81 town homes would be erected. And, the current situation at the north gate would be exacerbated by most of the new development using Fountains Drive as their access points.

Very surprised to learn that Lowell resigned. Although we are new residents my wife and I thought Lowell was doing a good job.

Does an election take place for vacated positions, when/how?

The fact that Flores is inaccurately describing revisions to the site plan as meeting your Associations threshold for appeasement, a condition for withdrawal of your publicly held objections, is misleading and harmful to the members of the FCO BOD.
